Project Description Updating of the 2003 drainage Master Plan to cover anticipated 40 year development of Kampala City
Project Specifics (a) Carry out a comprehensive review of the 2003 Drainage Master Plan in order to assess the extent to which it was implemented and draw any lessons learnt to inform the development of the new Master Plan. (b) Preparation of a comprehensive Master Plan covering further development of the Kampala City for the next 40 years (c) Preparation of an affordable short-term (10 years), medium-term (25 years) and long-term (50 years) programme for the development of drainage in the Kampala City, with identified successive stages of implementation (d) Identification of legislative, regulatory, institutional, financial, engineering, implementation and operational arrangements necessary for the successful implementation of the KDMP (e) Preparation of detailed design standards for storm water drainage facilities in Kampala City including primary, secondary and tertiary drainages. Due consideration shall be given to the technical and economic factors involved and the safeguarding of public health. 11. Assessment of solid waste management issues in the vicinity of drainage channels and development of a strategy for controlling solid waste deposition in the channels. 17. Assessment of the relevant policies and laws e.g. land tenure system, wetland management, Kampala Physical planning Act, construction etc. promoting or hindering or limiting proper implementation of the drainage master plan and propose the necessary changes and strategy to control effects. 18. Assessment of the land to be affected by the proposed design implementation of the drainage master plan and develop a strategy for controlling any effects in that regard including cost estimates where compensation should be required. 19. Mapping of the storm water drainage network in Kampala 2. Mapping of the storm water drainage network in Kampala. Development of a GIS based database for drainage infrastructure in Kampala that can be used for planning interventions. Development of an urban drainage network model for Kampala City. 3. Prepare and provide a detailed inventory of the primary, secondary and tertiary drainages in Kampala city with GIS information reflecting condition assessment and also proposed expected results on implementing proposed interventions. 4. A review and evaluation of studies and master plans prepared by KCCA and other relevant agencies, including forecasts of future city development.
